Description
 
NASA/GSFC plans to issue Draft Request for Proposal (DRFP) Number NNG08221047R for Environmental Services. This procurement is a follow-on effort to the requirements currently being performed under NNG04AZ01C with Proxtronics, Inc. The environmental services contract will provide services for the daily operational aspects of the Center’s Environmental Management Program including: Environmental Management, Water Management, Natural Resources Management, Air Management, Restoration Management, Waste Management, and special studies, investigations and work efforts. The environmental services contract will also establish and maintain common Center processes and procedures to assure compliance with environmental requirements.

The antcipated effective ordering period is for 5 years. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541620 and $6.5M, respectively.

The anticipated release date of the DRFP is on or about August 8, 2008. Potential offerors are encouraged to comment on all aspects of the draft solicitation as well as identify any unnecessary or inefficient requirements. Interested parties will be given 2 weeks to provide comments. Comments on the DRFP are not mandatory.

The Government does not intend to award a contract on the basis of the DRFP or to otherwise pay for the information solicited. The anticipated release of the final RFP is 30 days after the DRFP release, with proposals due approximately 45 days after the solicitation release date. The use of industry comments to structure the final RFP is at the discretion of the Government.

All responsible sources may submit an offer which shall be considered by the agency.

An ombudsman has been appointed -- See NASA Specific Note "B".

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer.
