NASA/GSFC has a requirement for the following:
NASA AGENCY-WIDE TWO-FACTOR TOKEN INFRASTRUCTURE PRELIMINARY DESIGN ENGINEERING SUPPORT SERVICES (See attachment A)
The engineering support services that will be procured through this purchase requisition will review the requirements and provide feedback to the NASA requirements analysis team. The support engineers will participate in review meetings with NASA Agency-wide team to review the preliminary design and incorporate any changes as identified during these reviews. The support engineers will take the final requirements and identify the COTS software requirements and develop the preliminary design for how the COTS software packages will be used and will identify any custom development that will be required to implement the Agency-wide solution.
The Contractor shall provide for the necessary technical expertise needed to support NASA in the review of technical and operational requirements for the project. The Contractor shall provide feedback to NASA personnel on any requirements that are outside of the scope of the current available technologies and propose alternatives to meet the majority of the identified requirements. The contractor shall develop a preliminary design document that incorporates all requirements that have been identified in previous tasks performed by NASA personnel and other participants in the requirements gathering phase of the project. The Contractor will work with NASA personnel to identify a proposed timeframes and tasks needed for the follow-on detailed design and operational phases of the project. The Contractor will keep all NASA information related to this project protected and will not release any information to any third-parties without the expressed written permission from NASA.
NASA/GSFC intends to purchase the services from RSA Security Inc. The results from the market research identified RSA Security as the only company capable of providing the above services in a one month period.
The Government does not intend to acquire a commercial item using FAR Part 12. The authority is FAR 13.106(b)(1)only one source reasonably available.
DO Rating is DO-C9. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00PM ET on 07/7/08. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
