Description
 
REQUEST FOR INFORMATION (RFI): NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) for Multi-Disciplinary Engineering and Technology Services (METS) and is hereby soliciting information about potential sources. The proposed contract (METS II) will be a follow-on to the current METS contract (NNG05CA99C). The METS contract was established to provide engineering and related services to the Mission Engineering and Systems Analysis Division (MESA), Information Systems Division (ISD), Instrument Systems and Technology Division (ISTD), and Electrical Engineering Division (EED), and related organizations, as required, for the formulation, design, development, non-flight and flight fabrication, integration, testing, verification, and operations of space flight and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. The current METS contract is a Cost-Plus Award-Fee (CPAF), Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with a maximum contract value of $250 million and was awarded competitively as an 8(a) set-aside. It is due to expire February 4, 2010. The value for the METS follow-on contract (METS II) is currently estimated to be approximately $430 million over a 5 year performance period. It is anticipated that METS II will be a competitively solicited Indefinite Delivery Indefinite Quantity (IDIQ) performance based contract. Responses to this RFI will be used to determine if the anticipated solicitation will be an 8(a) or a small business set-aside. The NAICS Code for this requirement is 541712, Research and Development in the Physical, Engineering and Life Sciences and the size standard is 1,000 employees. Interested organizations may submit their capabilities and qualifications in writing no later than May 30, 2008. Qualified organizations must demonstrate experience and capability in performing the engineering functions described in the draft METS II statement of work and the ability to perform these functions in a classified environment ranging from Secret to Top Secret and SCI, specifically in the RF communications discipline. THIS IS *NOT* A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION FOR BID. This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response to this RFI. The anticipated release date of the Draft RFP is on or about July 9, 2008. Interested parties will be given two weeks to provide comments. Comments on the Draft RFP are not mandatory. The anticipated release of the final RFP is on or about August 6, 2008 with proposals due approximately 30 days after the solicitation release date. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
