Description
 
NASA/Goddard Space Flight Center (GSFC) is hereby soliciting information about potential commercial sources that can provide the necessary capabilities to upgrade the Fire Alarm Systems and Fire Alarm Central Monitoring System at the GSFC Greenbelt Campus.

Specifically, replace obsolete hardwired Pyrotronics System III fire alarm systems with addressable, computer-based fire alarm systems in numerous buildings. Install/modify additional smoke detectors, strobes and bells and related hardware. Add Air Aspirating Systems in clean rooms, mission critical computer rooms and in mission essential areas. This includes retrofitting in buildings with addressable systems (See attached draft Statement of Work). The estimated price range is between $5,000,000 and $10,000,000. Vendors must have bonding capacity.

GSFC requires vendors with particular capabilities to also design the system; vendors who possess the National Institute for Certification in Engineering Technologies (NICET) or vendors who have a registered professional engineer (P.E.) in principles and practices in fire protection engineering; and vendors who have at a minimum an NICET Level 2 Fire Alarm Technician with the technical experience to supervise installation.

Additional Site Information: NASA/GSFC is located within the City of Greenbelt, Maryland, approximately 6.5 miles northeast of Washington, D. C. The GSFC campus encompasses approximately 1,270 acres and includes 33 major buildings providing more than 3,000,000 sq ft of research, development and office space.

GSFC is unique in that the facilities provide for the development and construction of spacecraft software and scientific instruments as well as the spacecraft themselves. Goddard also contains facilities that gather, process, analyze and store information from the spacecraft and scientific instruments once they are launched. Many of these buildings are operational 24/7 and shall not be shut down during construction.

Additional Fire Alarm System Information: The Fire Alarm Central Monitoring System infrastructure is currently a radial Siemens’ X-net using copper wire with a backup autodialer system. A planned upgrade to a fiber optic network with a backup autodialer system shall occur during this project. The system currently allows two way communications between the individual buildings and the Central Station. Ultimately, new fire alarm systems are expected to retain this feature.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit a brief capability statement. The capability statement should indicate the vendor's ability to perform all aspects of the requirement describe herein. The capability statement should include the following: name and address of firm, point of contact, phone number, size of business; whether large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business, relevant past experience, and bonding capacity.

This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.

Please be advised the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.
