Description
 
NASA/Goddard Space Flight Center (GSFC) intends to award a sole-source purchase order to COST, INC. The governing statutory provision is 10 U.S.C 2304(c)(1), "Only One Responsible Source", in support of The Office of Systems Safety and Mission Assurance (OSSMA), Resource Analysis Office (RAO).

This procurement is to extend the purchase order period to 4 months, from May 1, 2008 through August 31, 2008 in order to ensure RAO's critical mission support continuity and to avoid significant technical and programmatic impacts to GSFC, until a Collection, Evaluation and Parametric Analysis of Acquisition Data (CEPAAD) competitive contract is awarded.

RAO's mission is to provide capability to GSFC Center management for independent cost and scheduling estimating, risk assessment, and mission risk success, utilizing existing and projected programs, their cost, technical, programmatic, and acquisition implementation approach. Their responsibility includes the development and maintenance of current cost models supported by resource and technical databases, compiled from current and historical data derived and collected from NASA's "corporate memory", as well as from on-going market surveys, cost projections, quotes, bids, and estimates. This capability is critical to the efficient operation of the Center, in that it involves the development of accurate resource estimation and forecasting models for the planning and acquisition of future spacecrafts programs and ancillary scientific instruments, scientific payloads and suites, mission systems integration and test, and other key resource elements (i.e. cost, schedule, workforce, and risk assessment).

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.

It is the offeror's responsibility for downloading their own copy of this notice and amendments (if any).

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m., Eastern Standard Time on April 22, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
