NASA Goddard Space Flight Center plans to issue a Draft Request for Proposal (DRFP) Number NNG08230770J for Guest Unified Enterprise Services and Technology (GUEST) Procurement. This procurement is a follow-on effort to some of the requirements currently being performed under three separate contract vehicles
(NAS5-02038:INDUS Corporation, NNG07DA01C:Beacon Associates, Inc, and NNG07DA57D:Computer Sciences Corporation). The Information Technology and Communications Directorate has the responsibility for planning and managing Goddard Space Flight Center's IT security, business infrastructure and application development, telecommunications infrastructures, and desktop management.
This responsibility encompasses all phases of IT project implementation, design and development, integration, operations, maintenance, sustaining engineering, data administration and management. To develop and manage IT projects (present and future) in support of center- and agency-wide Projects and Programs.
This procurement is an 8(a) set-aside competitive procurement.
This procurement is anticipated to result in a Fixed Price Incentive (FPI) (firm target), Indefinite-Delivery, Indefinite- Quantity (IDIQ) contract. The anticipated period of performance is for five years. The Government does not intent to acquire a commercial item using FAR Part 12.
The NAICS Code and Size Standard is 541513.
The anticipated release date of the DRFP is early to mid- April 2008. An Interested Parties List will be posted with the DRFP. Potential offerors are encouraged to comment on all aspects of the draft solicitation, as well as identify any unnecessary or inefficient requirements. Interested parties will be given two weeks to provide comments. Comments on the Draft RFP are not mandatory.
The Pre-Solicitation Conference schedule and access information to the GUEST Procurement Library will be released, prior to the Draft RFP release.
In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), the Government does not intend to award a contract on the basis of the Draft RFP or to otherwise pay for the information solicited. The anticipated release of the final RFP is 30-45 days after DRFP release, with proposals due approximately 30 days after the solicitation release date. The use of industry comments to structure the final RFP is at the discretion of the Government.
All responsible sources may submit an offer which shall be considered by the agency.
