NASA/GSFC intends to negotiate a sole-source contract with Ball Aerospace & Technologies Corporation (BATC) for analytical services to support pre-launch and post-launch operations of the NPP Limb Profiler instrument. Specifically, this requirement is for the delivery of calibration look-up tables (LUT) (and other support tasks as described below) for the Limb ozone profile instrument scheduled to fly aboard the National Polar-orbiting Operational Environmental Satellite (NPOESS) Prepatory Project (NPP) spacecraft as part of the Ozone Mapping and Profiler Suite (OMPS). This work will encompass both pre-launch and post-launch operations/activities.
BATC is currently under contract to provide the Limb profile hardware, to perform calibration and characterization tasks, and to provide the unprocessed calibration and characterization data. Additional data processing & analysis is required to transform the calibration and characterization data into the form required by NASA/GSFC algorithms which are used to produce Limb profiler data products. Based on this factual information BATC is in a unique position to provide the labor to generate Calibration LUTs, command tables appropriate for flight operation and calibration of the limb profiles and other support tasks for the stated requirement.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 28, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
