Description
 
The purpose of this notice is to advise potential offerors of the posting of a draft Statement of Work (SOW) and a draft Contract Data Requirements List (CDRL) for the Mission Operations Elements (MOE) for the Landsat Data Continuity Mission (LDCM). The LDCM project of the National Aeronautics and Space Administration (NASA)’s Goddard Space Flight Center (GSFC), Code 427, seeks industry comment on the draft SOW and draft CDRL, which are currently available for review on the LDCM web site at http://ldcm.nasa.gov . Comments shall be submitted to GSFC, Code 210.6, Greenbelt, MD 20771, Attn: Michelle D. McIntyre or via e-mail to Michelle.D.McIntyre@.nasa.gov on or before May 23, 2007.

This notice also seeks capabilities from small, small disadvantaged and women-owned small businesses for the purposes of determining the appropriate level of competition and/or small business goals for this requirement. The NAICS Code is 541330 with a size standard of $4.5 million. Your response must specifically address capabilities and past experience in developing comprehensive satellite mission operations hardware and software systems, including command and control, command encryption/authentication, planning and scheduling, flight dynamics, trending and analysis, memory and flight software management, and automation capabilities. Interested offerors having the required specialized capabilities to meet the above requirement should submit a capability statement of six (6) pages or less indicating the ability to perform all aspects of the effort described in the draft SOW. Two (2) copies of capability statements shall be submitted to the GSFC, Code 210.6, Greenbelt, MD 20771, Attn: Michelle D. McIntyre or e-mail a copy to Michelle.D.McIntyre@.nasa.gov on or before May 23, 2007. To facilitate a prompt review by the NASA team, a one (1) page summary, to be counted within the six-page limit, shall be affixed to the front of the capability statement submitted which identifies for the evaluator, by page and paragraph, your company's relevant capabilities. It is insufficient to provide only general brochures or generic information. Additionally, responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.

This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis.
