NASA/LaRC has a requirement for Y-bottles of Carbon Tetrafluoride(CF4) Gas, 5 ea.
NASA/LaRC intends to purchase the items from Spectra Gas, as they are the only known supplier of high-purity CF4 gas packaged in Y-bottles. The Langley 20-inch March 6 CF4 Tunnel is a unique wind tunnel facility in the world that uses CF4 as a test gas to investigate the real-gas effects of hypersonic flow around advanced aerospace vehicles. The CF4 Tunnel has supported high-priority agency programs such as Columbia Accident Investigation and will be utilized in upcoming Orion testing. It would take substantial duplication of time and money for another company to offer a similar product that would meet this requirements.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 28, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
