Description
 
NASA/LaRC has a requirement for Qty 1 - Paid Up License of the VA One Acoustic BEM Software (product # VAO-E-03) and Qty 1 - Paid Up License of the VA One SEA Variance Software (product # VAO-S-61).

NASA/LaRC intends to purchase the items from ESI North America as this is proprietary software and they are the only source. The VA One software has been specified because it is an enhancement to the VA One AutoSEA2 currently being utilized by LaRC to perform high-frequency Statistical Energy Analysis (SEA) assessments of the Orion Abort Flight Test Pad Abort 1 (AFT PA-1) and Ascent Abort 1 (AFT AA-1) vehicle.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 26, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
