Description
 
NASA/LaRC has a requirement for Procedure Design Tool (PDT) proprietary software, its license, Navigation DataBase Packing Program (NDBPP) proprietary software, and its license for use at the Air Traffic Operations Laboratory (ATOL). This software is needed for a tool called a Simulation Flight Management System (sFMS) that will be used to develop a 4-Dimensional Flight Management Workstation (FMS). The sFMS is manufactured by GE Aviation. The PDT software will be used to review and develop flight procedures for use in an FMS. Once a procedure has been designed using the PDT, the NDBPP will be used to check for flyability and other characteristics of the procedure.

NASA/LaRC intends to purchase the items from GE Aviation, who is the sole manufacturer and distributor of the required FMS support tools and software that support and are compatible with the sFMS and other existing equipment at ATOL.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9 June 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
