Pre-Solicitation Synopsis for Test Area Valves For NASA Stennis Space Center

The NASA, John C. Stennis Space Center is hereby soliciting information about potential sources for a Blanket Purchase Agreement (BPA) for Valves, Regulators and Solenoids. NASA/Stennis is contemplating awarding one or more Fixed Priced BPA’s with a combined ceiling of $5.0 million for the length of the agreement. The performance period is expected to be 5 years beginning in 2009. Individual calls issued under the BPAs will not exceed the simplified acquisition threshold.

The contractor will be responsible for providing the products listed on Attachment 1 (EMAIL POC FOR ATTACHMENT), which includes check valves, solenoid valves, hand valves, and regulators that are used in master facility panels, pressure reduction areas, and remote pressure stations located at Stennis Space Center and potentially other NASA Centers. The blanket purchase agreement(s) will be used extensively in the construction of the new A-3 test stand as well as for common component needs on the other test stands. Attachment 1 identifies products that meet the salient characteristics that are required to be considered a viable spare compatible with existing systems. If alternate products are available, please provide all relevant information that will assist in the validation of the alternate product. There will be various delivery times required from 24 hours for standard products to 20 weeks for long lead products. Potential offerors should indicate an ability to respond to these lead times. This synopsis should not be construed as a formal request for proposals but, rather a pre-solicitation synopsis requesting information under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by NASA to form a binding contract. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. The NAICS code for this work is 332911 and the size standard is 500 employees.

NASA desires that those companies expressing an interest in the aforementioned synopsis provide a written Statement of Capability (SOC) that addresses high-level alternatives; general, market-based approaches; experience in this area; knowledge of the work involved; and professional and manufacturing resources. The SOC should also contain delivery lead times for components. The SOC shall not include any confidential business or financial information relating to specific companies. Please state your business size in accordance to the above NAICS code.
