Description
 
The National Aeronautics and Space Administration’s (NASA) Kennedy Space Center (KSC) is soliciting information about potential sources that are capable of providing mail distribution services for documents and parcels under 70 pounds to KSC and selected stops at Cape Canaveral Air Force Station, Patrick Air Force Base, Titusville, and Orlando. KSC is planning to issue a Draft Request for Proposals (DRFP) in the November 2007 timeframe for the acquisition of Kennedy Space Center’s (KSC) Mail Distribution Services Contract (MDSC). The NAICS code for this procurement is 492210 with a size standard of $23.5 million.

This solicitation will succeed the current KSC mail distribution portion of the Joint Base Operations Support Contract (JBOSC), which will expire in September of 2008.

This effort includes the following requirements: •Daily pick-up and delivery of mail, messages, and other related items (such as boxes and film canisters) to approximately 1,070 NASA/KSC and other NASA contractor mail stops •Internal and external mail processing •NASA mail metering •Classified mail handling •Shuttle program courier service •Automated Data Processing daily delivery runs •Operating a Contract Branch Post Office (including remote postage machines and letter drop boxes) •Coordinating mail schedules, pick up, delivery, lost/misdirected mail, and other comparable items affecting a postal and distribution facility with postal authorities in Orlando, Titusville, Cape Canaveral, and Cocoa Beach FL, and other NASA installations •Support the preparation of the KSC Telephone Directory •Operate and maintain the KSC Personnel Locator Service •Mail services shall be performed in compliance with the U.S. Postal Service Domestic and International Mail Manuals. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit a capability statement of 5 pages or less, using a minimum font size 12. The capability statement should, at a minimum, indicate the company’s ability to perform all aspects of the effort described herein, and the company’s technical qualifications to perform these tasks.

Responses shall also include the following information: •Name and address of firm; •size of business; •average annual revenue for past 3 years; •number of employees; •ownership; •whether they are large, small, small disadvantaged, Veteran, Service Disabled Veteran, 8(a), HUBZone, and/or woman-owned; •number of years in business; •affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime) and; •any relevant current or past performance of equal or similar effort (highlight relevant work performed, contract number, contract type, and dollar value of each contract).
