The purpose of this synopsis is to provide notification to industry that NASA/NSSC intends to release a draft Performance Work Statement (PWS) for the purpose of communicating the preliminary requirements of the pending “Agency Consolidated End-User Services (ACES)” acquisition. The anticipated release of this document is on or about January 14, 2009.
The Government intends to hold one-on-one meetings with industry subsequent to the release of the draft PWS. The period scheduled to conduct these meetings is January 21-23, 2009 and will be conducted at NASA Glenn Research Center (GRC), Cleveland, OH. Based on time and facility constraints, it is anticipated that only those firms considering submitting an offer as a prime contractor and their team will be allowed to schedule an appointment. The total number of attendees per team is limited to 5. 1.5 hours will be available for each potential proposing team.
The primary purpose of these meetings is to allow industry to meet with Government personnel associated with the ACES acquisition and to allow industry the opportunity to provide comments on the proposed draft PWS and pending solicitation, such as recommended improvements to the overall approach. Discussion of your company’s history, core competencies, business objectives, etc. should be kept to a minimum.
The feedback gained from these meetings will help ensure the draft Request for Proposal (RFP) is properly structured to accomplish the goals of the Information Technology Infrastructure Integration Program (I3P) and ACES. The anticipated release date for the draft RFP is currently mid February 2009.
Information from Government personnel regarding the ACES acquisition will be limited to information which is available in the previously released Request for Information (RFI) and the Draft PWS.
To schedule an appointment for the one-on-one meetings during January 21-23, 2009, potential offerors are requested to contact Ms. Michelle Berdux at Michelle.L.Berdux@nasa.gov. Please reference Solicitation Number NNX09272008J in your e-mail message and include a list of attendees, their position titles, and whether they are a U.S. citizen. The Government will notify your company’s point of contact of the date and time of your meeting, as well as directions and visitor center information.
This acquisition is unrestricted regarding business size. The NAICS code and size standard are 541512 and $23.0 million, respectively.
An ombudsman has been appointed. See NASA-Specific Note B.
