1. What types of data (elements) are collected by national
operations from apprenticeship programs? Particularly interested in
Resource usage, Outcome levels and Quality related measures.
1a. Sponsor name and address, apprenticeship name and address,
occupation, industry, gender, race, age, SSN, cancellation rate,
program completion rate, Davis-Bacon and OEO compliance, and related
instruction.
2. What data elements are collected by regional offices from
apprenticeship programs?
2a. Same as in #1 above: Sponsor name and address, apprenticeship
name and address, occupation, industry, gender, race, age, SSN,
cancellation rate, program completion rate, Davis-Bacon and OEO
compliance, and related instruction
3. In what segments of the Apprenticeship programs are Quality
Initiatives (e.g., the initiative by FCRA) already in place or in
active stage of deployment and at what stage of progress are these
initiatives?
3a. OATELS, as part of the Employment and Training Administration,
has been involved in the OMB-imposed Government Performance Review
Act (GPRA) five-year plans since 1999. QATELS staff, as the rest of
ETA, was exposed to the introductory training on the Baldrige
Principles at a conference in August 2000; however, most of the
staff has not had the recommended follow-up instruction.
4. What organizations other than BAT/OATELS and FCRA (i.e.,
including regional offices) are presently involved in Quality within
Apprenticeship programs?
4a. Overall, the Employment and Training Administration, of which
BAT/OATELS, is currently adopting quality initiative program based
on the Baldrige principles.
5. Task #3, is research intended to be restricted to programs in
the US?
5a. Yes, the research is be limited to apprenticeship program in the
