Older Worker Demonstration Grants (SGA/DFA PY 08-06)

The U.S. Department of Labor (DOL), Employment and Training Administration (ETA) announces the availability of approximately $10 million in funds for Older Worker Demonstration Grants. These grants will be awarded though a competitive process as a part of the High Growth Job Training Initiative (HGJTI). The grants are intended to address the workforce challenges facing older individuals by developing models for talent development in regional economies that recognize older workers as a valuable labor pool and include employment and training strategies to retain and/or connect older workers to jobs in high growth, high demand industries critical to the regional economy.
Grants awarded under the Older Worker Demonstration should focus on providing training and related services for individuals age 55 and older that result in employment and advancement opportunities in high growth industries and economic sectors. The proposed strategies must take place in the context of regional talent development efforts designed to contribute to a strong regional economy, and must be developed and implemented by a strategic regional partnership. The preferred eligible applicants for this solicitation are entities that represent the local workforce investment system, but other entities may apply. It is anticipated that the number of awards will range from 10 to 13, with award amounts ranging from $750,000 to $1,000,000.

Local Young Offender Planning Grants, State/Local Juvenile Offender Implementation Grants, and an Intermediary Juvenile Reentry Grant (SGA/DFA PY 08-09)

The Employment and Training Administration announces the availability of $17.3 million for Young Offender Grants. The grants will be awarded through a competitive process for three categories of projects—(1) Young Offender Planning Grants to be awarded to local governments; (2) Juvenile Offender Implementation Grants to be awarded to state/local government partnerships; and (3) a Juvenile Offender Reentry Grant to be awarded to an organization with experience conducting demonstrations in multiple cities. The goal of the planning grants is to allow selected localities to develop comprehensive blueprints for serving both juvenile and young adult offenders returning from correctional facilities. To qualify for these planning awards, applicants will need to provide one-to-one leveraged resources from a local or national foundation, local or state government, other federal funds, or other source. The goal of the implementation grants is to allow state juvenile justice departments and local juvenile justice agencies to join together to put into place a comprehensive strategy for serving all youth in the local area returning home from juvenile correctional or detention facilities. The goal of the intermediary reentry grant is to allow an organization to design and implement a model
program for serving returning juvenile offenders in four cities that may be selected competitively after grant award.

Community-Based Job Training Grants SGA/DFA PY 08-02

The Employment and Training Administration (ETA), U.S. Department of Labor (DOL), announces the availability of approximately $125 million in grant funds for Community-Based Job Training Grants.
Community-Based Job Training Grants will be awarded through a competitive process to support workforce training for high-growth/high-demand industries through the national system of community and technical colleges. Funds will be awarded to individual community and technical colleges, community college districts, state community college systems, and One-Stop Career Centers to support or engage in a combination of capacity building and training activities for the purpose of building the capacity of community colleges to train individuals for careers in high-growth/high-demand industries in the local and/or regional economies. This Solicitation contains an exception for rural areas and other communities that are educationally underserved due to their lack of access to community or technical colleges.
In awarding Community-Based Job Training Grants, every effort will be made to fairly distribute grants across rural and urban areas and across the different geographic regions of the United States. It is anticipated that individual awards will range from $500,000 to $2 million.

The U.S. Department of Labor (DOL or Department), Employment and Training Administration (ETA) announces the availability of approximately $47 million in grant funds for YouthBuild Grants.
YouthBuild Grants will be awarded through a competitive process. Grant funds will be used to provide disadvantaged youth with: the education and employment skills necessary to achieve economic self-sufficiency in occupations in high demand and postsecondary education and training opportunities; opportunities for meaningful work and service to their communities; and opportunities to develop employment and leadership skills and a commitment to community development among youth in low-income communities. As part of their programming, YouthBuild grantees will tap the energies and talents of disadvantaged youth to increase the supply of permanent affordable housing for homeless individuals and low-income families and to help youth develop the leadership, learning, and high-demand occupational skills needed to succeed in today's global economy.

Young Parents Demonstration Program (YPDP) SGA/DFA PY 08-08

The U.S. Department of Labor (DOL), Employment and Training Administration (ETA) announces the availability of approximately $5 million to fund demonstration grants that target the employment and training needs of young parents. The Young Parents Demonstration program is to provide educational and occupational skills training leading to family economic self-sufficiency to both mothers and fathers, and expectant mothers ages 16 to 24. Projects funded will be encouraged to serve young parents in high-risk categories, including those who are court-involved, in the child welfare or foster care system, homeless, or victims of child abuse.

Solicitation for Grant Applications (SGA) for Prisoner Re-Entry Initiative Grants. (SGA/DFA PY 08-03).

The President's Prisoner Re-entry Initiative (PRI) seeks to strengthen urban communities characterized by large numbers of returning prisoners through an employment-centered program that incorporates mentoring, job training, and other comprehensive transitional services. This program is a joint effort of the Department of Justice (DOJ) and the Department of Labor (DOL) designed to reduce recidivism by helping inmates find work when they return to their communities, as part of an effort to build a life in the community for everyone. This spring, DOJ awarded PRI grants to 19 State correctional agencies to provide pre-release services to prisoners returning to one targeted county within the State. Under this solicitation, DOL will be awarding grants to faith-based and community organizations (FBCOs) to provide post-release services primarily to the prisoners provided pre-release services under the DOJ grant in urban communities within the target counties. This competition is limited to FBCOs operating within the target county(ies) identified in each DOJ grant.

Solicitation for Grant Applications (SGA) under the Employment and Training Administration’s (ETA) Technology-Based Learning (TBL) Initiative. (SGA/DFA PY 08-04).

ETA announces the availability of approximately $10 million in grant funds under the TBL Initiative to be awarded through a competitive process. The purpose of the Initiative is to expand access to training resulting in an increased number of workers trained, particularly in high-growth, high-demand occupations, and to meet the needs of industry for skilled employees. This SGA is designed to expand the vital role of TBL in helping workers quickly acquire the training and skills they need to be successful in today’s global economy, and thereby increase the nation’s economic competitiveness and growth. Desired outcomes include an increased amount of workforce training available online and/or enhanced with TBL, and an increased number of people trained in high-growth jobs through the use of TBL methods. Funds will be awarded to public, private for-profit, and private non-profit organizations, including educational institutions and registered apprenticeship sponsors. Partnership with the publicly-funded workforce investment system is required.

Solicitation for Grant Applications (SGA) to Fund Demonstration Projects Targeting Dislocated Workers - (SGA/DFA PY 07-10).

The U.S. Department of Labor (DOL), Employment and Training Administration (ETA) announces the availability of approximately $20 million to fund grants to State Workforce Agencies (SWAs) for demonstration projects targeting Workforce Investment Act (WIA) dislocated workers. This solicitation provides SWAs with the option to choose from four categories under which applicants can submit a single grant application. Please note that two options exist under category one and two options exist under category three. If the applicant chooses to apply under categories one or three, the applicant must indicate which option the proposal addresses. Applicants may only submit a grant application under one category and only one application per SWA will be accepted. Applicants must indicate in the abstract of their proposal the category under which they are applying.

Mentoring, Educational, and Employment Strategies to Improve Academic, Social, and Career Pathway Outcomes - (SGA/DFA PY 07-09).

The Employment and Training Administration announces the availability of $49.5 million for grants to serve high schools that have been designated as persistently dangerous by State Educational Agencies for the 2007-2008 school year under section 9532 of the Elementary and Secondary Education Act. The goal of these grants is to reduce violence within these schools through a combination of mentoring, educational, employment, case management, and violence prevention strategies. These grants will be awarded through a competitive process open both to school districts which include persistently dangerous high schools and to community-based organizations (CBOs) in partnership with these school districts. High schools which have been designated as persistently dangerous this school year are located in the school districts of Baltimore City, New York City, Berkshire Farms (New York), Salem-Keiser (Oregon), Philadelphia, and Puerto Rico. These schools are listed in Section VIIIA below. School districts and CBOs must submit a separate application for each high school that they propose serving, but may submit as many applications as they have eligible schools. To be eligible to apply for these grants as a CBO, organizations must be not-for-profit entities and can operate either nationally or locally.

Office of Apprenticeship and the Women's Bureau; Women in Apprenticeship and Nontraditional Occupations (WANTO) Grants - (SGA/DFA PY 07-08).

The Women's Bureau (WB) and the Employment and Training Administration's (ETA's) Office of Apprenticeship (OA), U.S. Department of Labor (DOL or Department), announce the availability of $1,000,000 to establish a grant program for the purpose of assisting employers and labor unions in the placement and retention of women in apprenticeship and nontraditional occupations. This program year 2007 SGA is authorized under the WANTO Act of 1992, Pub. L. 102-530, 29 U.S.C. 2501 et seq. To that end, the OA and the WB plan to disburse 2007 WANTO grant funds to three community-based organization (CBO)/registered apprenticeship program (RAP) consortia to conduct innovative projects to improve the recruitment, selection, training, employment, and retention of women in apprenticeships in the construction industry. Each CBO/RAP consortium must consist of a minimum of: (1) A construction industry RAP sponsor; and (2) a CBO (which may be a faith-based organization (FBO) with demonstrated experience in providing job training services (soft skills and some hard skills), placement, and support services to women for construction industry jobs.
