Description
 
NASA/GSFC intends to negotiate a noncompetitive follow-on bridge contract with Raytheon for the continued development and maintenance of the Earth Observing System Data and Information System (EOSDIS) Maintenance and Development (EMD). The bridge contract type will be cost-plus-award fee, indefinite delivery/indefinite quantity, and will have an eighteen month period of performance.

The statutory authority is FAR 6.302-1 which provides that full and open competition need not be provided for when, in the case of follow-on contracts for the continued development or production of a major system or highly specialized equipment, it is likely that award to any other source would result in substantial duplication of cost to the Government and unacceptable delays in fulfilling the agency’s requirements.

This follow-on bridge contract with Raytheon will ensure the maintainability of essential research and development capabilities for NASA’s Earth Science Enterprise Program while a full and open competition is being conducted for a five year contract. Because Raytheon is the incumbent contractor, substantial transition costs will not have to be expended. Transition of these services would require incurring significant costs associated with the transfer of approximately of $47M of government property as well as the expense of a new contractor outfitting a computer facility to accommodate the equipment for this short duration.

NASA/GSFC plans to award the contract to Raytheon Company, 5700 Rivertech Ct., Rm. 3034, Riverdale, Maryland. Interests in subcontracting opportunities should be directed to Raytheon at the above-mentioned address. Interested organizations may submit their capabilities and qualifications to perform this effort in writing via Fax Number 301-614-5267, attention Gail Boger or email to gail.d.boger@nasa.gov no later than January 8, 2008, at 3:00 pm. Eastern Standard Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
