NASA/GSFC has a requirement for ONE (1) MULTIBAND SIMULATOR SYSTEM.
This system consist of the following:

4U Rackmount PC Enclosure w/integrated monitor
HDR Demodulator Board
Modulator
Up to 300 Mbps
Clock Input/Output signals
2)Decorder Software
3)Forward & Return Link Modulator/Receiver w/Forward Error Correction (FEC)
Supports S-Band & K-Band low data rate services up to 30Mbps. Doppler processing capabilityl
4)Rack Mount Ka-Band Frequency Converters
Two rack mount chassis
Ethernet port for remote control
NASA/GSFC intends to purchase the items from RT LOGIC. It is our understanding that RT LOGIC is the ony vendor who meets all of our requirements. The Authority is 10 U.S.C. 2304(C)(1), Only One Source reasonably available.
The Government intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures, and will be awarded under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items.
Interested organizations need to submit their capabilities and quotation(s) to perform the effort in writing to YOLANDA WILLIAMS, via email at Yolanda.A.Williams@nasa.gov or fax to 301-286-1720, (email preferred), not later than 4:30 p.m. Eastern Standard Time (ET) on September 28, 2008. Such capabilities and quotation(s) will be evaluated for processing. A determination of award by the Government, based upon responses to this notice, is solely within the discretion of the government.
Quoters shall provide the information required by FAR 52.212-1 below.
INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (FAR 52.212-1) (JUNE 2008) is incorporated herein by reference with the same force and effect as if it were given in full text.

EVALUATION:
Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined from information submitted by the quoter which must provide sufficient details to show that the product quoted meets the Government's requirements.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
An Ombudsman has been appointed. See NASA Specific Note "B".
