NASA/GSFC has a requirement for SIDECAR(System Image, Digitizing, Enhancing, Controlling, and Retrieving) ASIC (Application Specific Integrated Circuit) Assembly Code Support (programming Support). Teledyne Scientific is the developer of the SIDECAR ASIC development kit and the design is proprietary to them. Therefore, NASA/GSFC requires Teledyne's expertise and support to enable The Gamma-Ray Burst Polarimeter (GRBP) project team to program the SIDECAR ASIC to specifications.
NASA/GSFC intends to acquire the services from Teledyne Scientific
under the authority of FAR 13.106-1(b)(1) for SIDECAR Assembly Code Support available from one source.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Eastern Standard Time time on the response date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
