Description
 
NASA intends to award a sole source purchase order to The Ken Blanchard Companies for Situational II Leadership training for Civil Servants.

The Agency Coaching Program has an in-house course entitled "Maximizing Performance through Coaching" instructed by NASA coaches at all 10 NASA Centers. Recently 5 NASA Coaches were certified to teach Ken Blanchard's "Situational Leadership II" which compliments and fills the missing gap in NASA's course "Maximizing Performance through Coaching" and is now part of the basic curriculum offered to employees. By becoming certified in the Situational Leadership II course NASA can now deliver this course for the cost of materials only.

The nature of acquisition requires use of the authority cited. The contractor shall supply participant supplies needed for NASA certified trainers to facilitate the course, Situational Leadership II, as well as materials for 24 participants for the following mini courses which NASA trainers will deliver: Building Trust, Challenging Conversations, and Giving Feedback.

NASA's GSFC intends to purchase training for Civil Servants from the Ken Blanchard Companies pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00PM EST on September 24, 2008. Such capabilities/qualifications will be evaluated soley for the purpose of determining whether or not to conduct this procurement on a competitive basis.

A determination by the Government not to compete this proposed effort, based upon responses to this notice, is soley within the discretion of the government.

The government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.

An ombudsman has been appointed -- See NASA Specific Note "B".
