NASA/GSFC has a requirement for 12 Months of CAVE Full Membership.
NASA/GSFC intends to purchase the items from The Center of Advanced Vehicle Electronics at the Auburn University only.
Authority is 10 U.S.C. 2304(c)(1) Only one responsible source.
This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.
The CAVE performs research into technologies of interest to NASA as well as the automotive industry. NASA has been a member of CAVE for the past seven years and has benefited in particular from the research into area array packaging and lead-free solders. There is only one other consortium that offers similar opportunities for high reliability , electronics assembly technology research and that is the CALCE consortium at the University of Maryland. NASA is also currently a member of CALCE.
The Government intends to acquire a commercial item using FAR Part 12.
This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 22, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
