NASA/GSFC has a requirement for PHOTOLITHOGRAPHIC MASKS CONSISTING OF: 1)TEN (10) 5-INCH MASK-HIGH RESOLUTION; 2) TWENTY (20) 5-INCH MASKS-LOW RESOLUTION; and 3) SIX (6) 7-INCH MASKS-HIGH RESOLUTION.
Features and/or specifications are as follows:
1) 5-inch masks-high resolution:
- 1 microns with tolerance of +/-0.10 microns
- 5"x5"x0.090" AR Chrome on quartz, 2 microns flatness
- Address size of 0.25 microns
- Defect density of 1 micron @ 0 defects per active area
2) 5-inch masks-low resolution:
- 5"x5"x0.090" AR Chrome on quartz, 2 microns flatness
- Address size of 0.25 microns
- 2 microns with tolerance of +/-0.10 microns
- Defect density of 2 microns @ 1 defects per active area
3) 7-inch masks-high resolution:
- 7"x7"x0.120" AR Chrome on quartz, 2 microns flatness
- Address size of 0.25 microns
- 1 micron with tolerance of +/-0.10 microns
- Defect density of 1 micron @ 0 defects per active area
NASA/GSFC intends to purchase the items from PHOTRONICS, INC. It is our understanding that PHOTRONICS, INC is the only vendor who meets all of our requirements. The Authority is FAR 13.106(b)(1), only one source reasonably available.
The Government intends to acquire a commercial item using FAR Part 12 and Simplified Acquisition Procedures set forth in FAR Part 13.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement(s).
