Description
 
NASA/GSFC has a requirement for eight Brushless DC Motors to be used in flight hardware on the Global Precipitation Measurement (GPM) Mission. Each motor shall consist of a rotor and stator to be supplied un-housed. The stator shall have a set of Hall effect sensors for commutation, which shall be mounted on a printed wiring board (PWB) per detailed specifications. (See Attached)

NASA/GSFC intends to purchase the items from Aeroflex, Inc. This motor is a space flight version of an engineering motor that was originally manufactured by Aeroflex, Inc. Aeroflex was awarded the initial contract for fabricating the engineering motors through Full and Open Competition. One of the engineering motors is part of a Life Test reaction wheel. The Life Test is necessary because the reaction wheel design (referred to as the Demiseable Integrated Reaction Wheel Assembly - DIRWA) is new and has no space flight heritage at this time. All new designs of repetitive motion devices require a Life Test. As one of the moving parts in the DIRWA, the motor is a critical component. Using a different motor from a different manufacturer would invalidate the Life Test, which began running in April 2007. Invalidating the Life Test would significantly increase risk to the GPM spacecraft.

This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services has been determined to be reasonably available from only one source. Based on the above, it is concluded that our minimum needs are only reasonably available from the selected source.

The Government intends to acquire a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.

This procurement is being conducted under the Simplified Acquisition Procedures (SAP) set forth in FAR Part 13 which includes Subpart 13.5 "Test Program for Certain Commercial Items".

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 15, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
