NASA/GSFC has a requirement for the purchase of independent Parametric Telescope Costing. Service requested is a trade study of the cost/schedule for recent infrared telescopes. Specifically, the study must include a final report once the study is completed.
NASA/GSFC intends to purchase the items from Optical Research Associates (ORA) because the unique ORA proprietary database includes cost and schedule information for specialized telescopes from U.S. vendors working for DoD, commercial and NASA programs.
The Government intends to acquire a commercial item using FAR Part 12.
The synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. eastern local time on August 17, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
