NASA/GSFC has a requirement for:
1)GRASP9 4 floating licenses maintenance support: (period of performance from 10/01/2008-04/01-2009)
2)Moment of Method(MoM) software add-on to GRASP9:
(period of performance from 10/01/2008-04/01-2009)
3)Coupling add-on maintenance support:
(period of performance from 09/30/2008-09/30/2009)
NASA/GSFC intends to purchase these items from Milligan & Associates, Inc. because there are no other vendors that provide this software.
The Government intends to acquire a commercial item using FAR Part 12.
DO Rating is DO-C9. The synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on August 7, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications ARE NOT acceptable in response to this notice.
