Description
 
NASA/GSFC has a requirement for the fabrication and coating services of oscillator, preamplifier and amplifier slabs with the following specifications:

ITEM # 1 (QTY.6)

Fabrication Service to polish and coat a customer supplied Nd:YAG slab, 1.2mm x 5.0mm x 15.42mm, opposing ends, processed per the specifications provided with the following exceptions.

Exceptions: 1) Pump faces A & B : flatness will be specified 0.1 waves per cm. 2) Pump faces A & B : surface quality will be specified 10-5 prior to coating and 20-10 after coating. 3) Thickness and width tolerances will be specified as +/- 0.002". 4) Tooling lips of 0.020" are required at the end of each pump surface.

Fabrication Notes: The ground surfaces will be processed with 20 micron slurry.

Coating notes: Face A - HR > 99.9% @ 808nm 0 - 20 degrees, with an undercoat of SiO2. Face B - AR < 0.5% @ 808nm, 0 - 20 degrees.

Fabrication Service to polish and coat a customer supplied Nd:YAG slab, 2.3mm x 2.3mm x 34.57mm, parallel ends, processed per the specifications provided with the following exceptions.

Exceptions: 1) Pump faces A & B : flatness will be specified 0.1 waves per cm. 2) Pump faces A & B : surface quality will be specified 10-5 prior to coating and 20-10 after coating. 3) Thickness and width tolerances will be specified as +/- 0.002". 4) Tooling lips of 0.020" are required at the end of each pump surface.

Exceptions: 1) Pump faces A & B : flatness will be specified 0.1 waves per cm. 2) Pump faces A & B : surface quality will be specified 10-5 prior to coating and 20-10 after coating. 3) Thickness and width tolerances will be specified as +/- 0.002". 4) Tooling lips of 0.020" are required at the end of each pump surface.

Exceptions: 1) Pump faces A & B : flatness will be specified 0.1 waves per cm. 2) Pump faces A & B : surface quality will be specified 10-5 prior to coating and 20-10 after coating. 3) Thickness and width tolerances will be specified as +/- 0.002". 4) Tooling lips of 0.020" are required at the end of each pump surface.

ITEM # 6 (QTY. 1)

Non recurring tooling charge for polishing and coating of 1 item (1 set of slabs).

NASA/GSFC intends to purchase the items from Northrop Grumman Synoptics because Northrop Grumman Synoptics is the only vendor that offers the technical expertise, proprietary technology, and highly skilled optician to produce these highly precision optical components.

The Government intends to acquire a commercial item using FAR Part 12.

DO Rating is DO-C9. The synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. eastern local time on July 18, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications ARE NOT acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
