Description
 
NASA intends to award a sole-source contract extension to SGT, Inc. pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of NASA's Goddard Space Flight Center (NASA's GSFC) Flight Projects Directorate. This procurement is to extend Contract NAS5-03079 for a period of up to 6-months from April 28, 2008 through October 27, 2008 and increase the maximum ordering value in order to allow sufficient time to award the follow-on procurement. This extension will allow for a continuation of current delivery orders issued, for modifications to existing delivery orders, and for new work until the Program Analysis and Control (PAAC III) competitive follow-on contract is awarded. The contract extension and maximum ordering value increase are necessary in order to ensure program continuity and critical mission support and to avoid significant technical and programmatic impacts to GSFC. The Goddard Space Flight Center has the responsibility for planning and managing spacecraft flight hardware systems, ground systems, launch vehicles, and research instrumentation payloads. This responsibility encompasses all phases of project implementation from conceptual studies through definition, design and development, fabrication, integration, launch, preparation for pre- and post-launch operations, satellite servicing, data acquisition, processing, distribution, analysis, and archiving. To develop and manage projects (present and future) and to respond to its assigned responsibilities, GSFC requires contractor services to include planning and scheduling, configuration management, management information systems, documentation/library, general business, and general accounting in support of the planning, managing, and executing flight activity in the Flight Projects Directorate and supporting directorates.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 8, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
