Description
 
NASA/GSFC has a requirement for CRYOGENIC OPTICAL FILTERS (SEE BELOW SPECIFICATIONS).

1) QTY. 1, UNIT EA., Cryogenic optical Filter. Hot pressed multiple metal mesh on polyimide. Long wavelength pass edge defining filter. Circular in shape. Fully blocked, low-pass at 8 cm-1. Clear aperature diameter approximately 148 mm, To be determined. Maximum outer diameter including mounting ring to be determined. Maximum mounting ring thickness: 2mm. Out of band rejection: Better than 300 to 1 (or 0.3 percent transmission of out of band wavelengths). In band transmission: Better than 90 percent. To be operated at 77 Kelvin. To be delivered no later than July 15, 2006. Accept partial shipments and make partial payments.

Clear aperature diameter approximately 92 mm, To be determined. Maximum outer diameter including mounting ring to be determined. Maximum mounting ring thickness: 2mm. Out of band rejection: Better than 300 to 1 (or 0.3 percent transmission of out of band wavelengths). In band transmission: Better than 90 percent. To be operated at 4.2 Kelvin. To be delivered no later than September 15, 2006. Accept partial shipments and make partial payments.

3) QTY. 1, UNIT EA., Cryogenic optical Filter. Hot pressed multiple metal mesh on polyimide filter. Bandpass at 5 cm-1. Rectangular in shape. Outer dimensions will be no greater than 4.00 inches by 5.00 inches. (Actual dimensions will be provided directly to the vendor.) Out of band rejection: Better than 300 to 1 (or 0.3 percent transmission of out of band wavelengths). In band transmission: Better than 90 percent. To be operated at 0.3 Kelvin. To be delivered no later than September 15, 2006. Accept partial shipments and make partial payments.

4) QTY. 1, UNIT EA., Cryogenic optical Filter, Hot pressed metal mesh on polyimide, Thermal blocking filter for 300 Kelvin stage.. Circular in shape. Fully blocked, low-pass at 700 cm-1. Clear aperature diameter approximately 148 mm, To be determined. Maximum outer diameter including mounting ring to be determined. Maximum mounting ring thickness: 2mm. To be delivered no later than July 15, 2007. This filter will be requested on an as-needed basis and may be cancelled at the discretion of the customer. To be determined no later than December 15, 2006. Accept partial shipments and make partial payments.

5) QTY. 1, UNIT EA., Cryogenic optical Filter, Hot pressed metal mesh on polyimide, Thermal blocking filter for 77 Kelvin stage. Circular in shape. Fully blocked low-pass at 600 cm-1. Clear aperature diameter approximately 148 mm, (to be determined). Maximum outer diameter including mounting ring to be determined. Maximum mounting ring thickness: 2mm. To be delivered no later than July 15, 2007. This filter will be requested on an as-needed basis, and may be cancelled at the discretion of the customer. To be determined no later than December 15, 2006. Accept partial shipments and make partial payments.

NASA/GSFC intends to purchase the items from QMC INSTRUMENTS, DEPT. OF PHYSICS AND ASTRONOMY, CARDIFF, UK. QMC INSTRUMENTS is the only vendor who meets all of our requirements. The Authority is 10 U.S.C.2304(c)(1), Only One Responsible Source.

The Government intends to acquire a commercial item using FAR Part 12.

The procurement will be processed using Simplified Acquisition Procedures set forth in FAR Part 13.

The government intends to solicit and negotiate with only one source, but quotes timely received by the response date will be considered.

Technical questions must be submitted in writing via email or fax by July 26, 2006, 4:30p.m. EST.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to TALAYA BROOKS, via email or fax. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
