Description
 
NASA/LaRC has a requirement for 30 new LS-DYNA licenses (prorated for approximately 2 months) and their 1-year renewal along with renewal of 55 existing licenses due to expire on 1 July 2008.

NASA/LaRC intends to purchase the items from Livermore Software Technology Corporation (LSTC). The LS-DYNA finite element code is used by the Structural Dynamics Branch (SDB) to perform debris impact analysis for the space shuttle Orbiter and for Orion and Aeronautics landing analyses. The LSTC version of the code is required for the developed models currently certified for shuttle missions. LSTC is the proprietary producer of the required software code.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9 May 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
