NASA/GRC has a requirement for highly specialized Pro/ENGINEER user development training. This training will include presentations, demonstrations, and evaluations which focus on lean modeling theory, planning, and execution. The required training represents the second phase of a previous contract which was awarded to Magellan Engineering one year ago, and completed in January of 2008. In that contract, the vendor built upon previous efforts, and collaborated with GRC to develop and evaluate a comprehensive specialized curriculum and supporting tools. These tools constitute custom software tailored for this specific training, the source code for which was developed and is owned by that vendor.
The required training will enhance GRCs knowledge and ability to utilize this software in a revolutionary manner, and add to the previous work completed by Magellan. The training will include assigned problems to discover the current level of understanding regarding theory, planning, and execution, as well as a comprehensive analysis which will be utilized to further enhance the benefits our Center obtains from this specialized development training. The training classes will be attended by approximately forty (40) users whose Pro/ENGINEER experience has been limited to conventional techniques that have not resulted in the lean results required by our Center.
NASA GRC intends to purchase this specialized user development training from Magellan Engineering, 4000 W 106 ST., STE 160-313, Carmel, IN., based upon their unique ability to execute it, afforded them by their just-completed work at our Center. They possess the required deep knowledge of GRC engineering products, policies and practices - as they relate to PTC products - and fully understand our Center’s current efforts to lean its design and business practices. They have the ability to provide resources immediately which will complete the specified tasks within the required time frame.
The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures as set forth in FAR Part 13.
The Sole Source is under the authority of FAR reference 13.106-1(b)1.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 25, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
