NASA Glenn Research Center (GRC) has a requirement for Lunar Regolith Excavation, Handling and Processing - Technology Development and Demonstrations for Outpost Operations.
NASA/GRC intends to contract with the Canadian Commercial Corporation (CCC) and the Northern Centre for Advanced Technology (NORCAT) to obtain mechanical lunar regolith simulant and lunar-compatible regolith excavation and handling technologies. This effort involves collaborative use of complementary lunar regolith test bins at both NORCAT and GRC utilizing the NORCAT developed lunar regolith simulant, "OB1", which is proprietary to NORCAT; development of small-scale lunar excavation implements for delivery to NASA for evaluation and testing using "OB1"; development of approaches to lunar mining addressing mining logistics and hardware reliability; and the development of small-scale lunar regolith processing and handling devices for delivery to NASA for evaluation and testing using "OB1".
It is believed that only NORCAT through CCC can provide this effort, as there is no other source that has developed a recognized lunar regolith simulant.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 16, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
