NASA/GRC has a requirement for STRATEGIC THINKING AND STRATEGY DEVELOPMENT services supporting the following tasks:
Develop Strategic Thinking Principles appropriate for Glenn
Support the Implementation of Strategic Goals at Glenn
Develop Action Plans for Glenn
Provide and support a Change Management Framework for Glenn
NASA/GRC intends to purchase the services from SEBA Solutions, Inc. because it is the only responsible source. This is a follow-on activity to a previous effort performed by SEBA Solutions, Inc. SEBA Solutions, Inc. has developed a strategic process that is currently in use by The Government and that unique process is needed for the execution of the Government's critical goals and objectives in its Center Strategic Plan. SEBA Solutions, Inc. has already developed unique goals with senior center managers and obtaining services from another vendor is not in the best interest of the Government. As such SEBA Solutions, Inc. is uniquely qualified to perform the follow-on activity.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Thursday, April 24, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications ARE NOT acceptable in response to this notice.--THIS IS A SOLE SOURCE ANNOUNCEMENT--All QUESTIONS MUST BE SUBMITTED IN WRITING to the primary POC.
All responsible sources may submit an offer which shall be considered by the agency.
