Description
 
NASA, Kennedy Space Center intends to negotiate a sole-source contract with the Department of Mechanical and Aerospace Engineering at Utah State University, with Stephen Whitmore serving as the Principal Investigator (PI). The PI shall provide a curriculum package for Lunar Lander Training/Research Vehicle (LLT/RV) as part of the NASA Exploration Systems Mission Directorate (ESMD) Senior Design Course. The action is based on a 2006 NASA’s ESMD partnering with the National Space Grant Consortia to initiate two new Educational Projects: (1) The ESMD SG Student Project; and (2) The ESMD SG Faculty Project. The requirement was initially solicited to the National Space Grant Consortia (SGC) in October 2007. The National Space Grant Consortia was established by Congress in 1988 and implemented by the National Aeronautics and Space Administration in 1989, the National Space Grant College and Fellowship Program (also known as Space Grant) contributes to the nation's science enterprise by funding research, education, and public service projects through a national network of 52 university-based Space Grant consortia. These consortia administer programs in all 50 states, the District of Columbia, and the Commonwealth of Puerto Rico. The consortia's 820 affiliates include 531 academic institutions and 80 businesses. Other partners include state and local government agencies, other federal agencies, and nonprofit organizations. The National SGC network was utilized to advertise this opportunity due to their diverse and widespread network into higher educational institutions, and the previously established partnership for the ESMD Space Grant Faculty Project. The solicitation was sent to all 52 Consortia, and each of them forwarded it to their affiliates, who in turn forwarded it to engineering faculty in their university. By utilizing this network thousands of university faculty were informed about this solicitation. This action represents the announcement and award phase of the above process. Interested organizations may submit their capabilities, qualifications and/or comments on this effort to the identified point of contact not later than 4:00 p.m. local time on December 15, 2008.
