This notice is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of this request.

NASA/KSC is hereby soliciting information about potential sources for the supply of liquid nitrogen and oxygen to Glenn Research Center (approx. 37,000 tons) Goddard Space Flight Center (approx. 43,000 tons), Johnson Space Center (approx. 35,000 tons), Marshall Space Flight Center (approx. 168,000 tons), Michoud Assembly Facility (approx. 23,000 tons), and Stennis Space Center (approx. 275,000 tons). Note: Figures above reflect the total combined liquid nitrogen and oxygen requirement over the contemplated five-year performance period, with liquid nitrogen accounting for 79 percent of the total requirement.

NASA/KSC contemplates releasing a single, consolidated solicitation for the above requirements. The above requirements will be structured by Contract Line Item Number (CLIN) and CLINs will be individually competed unless otherwise specified in the resultant solicitation. NASA/KSC contemplates award of five-year, fixed-price, requirements-type contracts with economic price adjustment (EPA), resulting from the planned solicitation. EPA formulas will be provided by NASA/KSC and will be relevant to each CLIN. Formulas will use indices published by the U.S. Department of Labor.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

NASA/KSC invite comments from potential offerors on the reasonableness and feasibility of the above approach in addition to any current onerous, unnecessary, or inefficient contract/prior solicitation requirements. NASA/KSC also requests that potential offerors provide EPA formulas for supplying each of the Centers identified above and any accompanying documentation discussing the choice of indices and weights.

Note: NASA/KSC considers EPA formulas and any accompanying documentation proprietary/company sensitive; therefore, this information will be safeguarded and protected from release. EPA formulas and accompany documentation will be used only to assist NASA/KSC in developing formulas for use in the resultant solicitation. To ensure that resultant formulas adequately reflect volatile elements and provide reasonable protection against significant fluctuations for both, the contractor and Government, NASA/KSC strongly recommends that potential offerors consider providing formulas and other accompanying documentation.
