Description
 
NASA/KSC has a requirement for one Battery String Simulator (BSS), one Sensor Simulator Chassis, one GPIB Interface Option, one Bus OVP Chassis, and related on-site training.

NASA/KSC intends to purchase the items from Programmable Division of Xantrek Technology, Inc. The Xantrex Battery String Simulator (BSS) is needed to support Ground Special Power (GSP) in Design and Development for the Constellation Program. The above mentioned BSS, utilizes a two-quadrant AB amplifier and proprietary controller to adjust charge and discharge currents. This simulates different battery chemistries at different environments and battery conditions. This unique feature is required by the GSP team as we have different battery chemistries to evaluate, i.e Lithium-Ion, and Nickel-Cadmium. The BSS also has a dynamic simulation feature, a feature required by the GSP team as it allows simulation of field like environment battery responses, which is critical information when performing GSE evaluations.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Jessica Paglialonga not later than 4:30 p.m. local time on August 26, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
