NASA/KSC has a requirement for on site consulting services. Period of Performance is July 7 through Oct 31, 2008.
1. 0 Strategic and Tactical Consulting to NASA regarding Maximo Phase-in
1.1 Mathias LLC will support Kickoff Meeting and Initial Strategy Discussions with contractors for Institutional Service Contract and Information Management and Communication Support. Mathias LLC will produce Deliverable Report including approach, findings and recommendations to NASA Program Manager.
1.2 Mathias LLC will develop, document and support software interfaces necessary to provide for the ability to refresh Kennedy Integrated Communication Services data in IMCS without overwriting data entered by new contractors. Mathias LLC will produce Deliverable Software and Documentation for said task to NASA System Owner, and will demonstrate usage of software to NASA, KICS and IMCS.
1.3 Mathias LLC will develop, document, and execute software interfaces to verify Data Integrity upon Final Refresh during the final week of Phase-in. Mathias LLC will produce Deliverable Software and Documentation for said task, and will deliver reports created from the execution of the software to NASA System Owner.
1.4 Period of Performance: July 7 through October 31, 2008.
1.5 Contract Type: Fixed Price to include travel expenses per government rates.
NASA/KSC intends to purchase these services from Mathias LLC due to the vendor’s previous knowledge and experience of the KSC Maximo project upgrade data migration requirements and data migration issues unique to KSC. His unique knowledge of the processes is essential to resolving the referential data integrity errors. This is the only known data migration consultant with extensive knowledge of KSC's unique and complex Maximo upgrade projects system archecture.
The Government intends to acquire commercial services using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on _June 25, 2008__. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
