Description
 
NASA/KSC hereby releases a pre-solicitation synopsis to procure Kennedy Ground Operations Project Office (LX) Project Management Services (KLXS). This effort will require Contractor support in providing the necessary resources in performing risk assessments, analyses, independent assessment of technical issues, evaluations of work performed by other contractors and other NASA organizations, and maintaining applications/databases of related activities. Specific contractor support would include performing various engineering and project management efforts in support of Constellation Ground Operations Systems Engineering and Integration; Ground Systems: Operations & Integration; and Business Management and Project Control Offices. Examples include, but are not limited to, Systems Engineering & Integration; Requirements Management, Interface Management, Analyses, Trades & Architecture; Data Architecture; Data/Configuration Management; Systems Engineering and Integration Processes, Tools, Metrics and Training; Development of Flight-essential Ground Processing Concepts; Flight Element Integration; Ground Operations Technical and Review Integration; Interface and Integration Testing; Verification Requirements and Standards; Master Integration and Verification Planning; Technology Planning, Development, Task Management, Assessments, and Analysis; Technical Administration and Office Support Management, and Strategic Planning and Control. These efforts will require working with the Constellation Ground Operations Project Office (LX), the Constellation Program, other Project Offices, other NASA centers, and other contractor organizations.

NASA/KSC contemplates award of a single cost-plus-fixed fee contract, with a 2-year base period of performance and three 1-year option periods, for a total potential period of performance of 5 years (including a 1 month Phase in period). In addition, a separate Contract Line Item will be included for Indefinite Quantity/Indefinite Delivery Firm-Fixed-Price task orders (as required). The anticipated contract performance start date is October 1, 2008. For informational purposes, the estimated value of this effort over the entire performance period is $70M.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

This acquisition will be conducted on an unrestricted basis (full and open competition). The NAICS Code and Size Standard are 541330 - Engineering Services and $25 million, respectively. The DPAS Rating for this procurement is DO-C9. Note: The NASA FAR Supplement clause 1852.209-71 entitled “Limitation of Future Contracting” clause will be included in the RFP and resulting contract (which has restrictions in respect to working on current or future related contracts such as Constellation Ground Processing).

NASA/KSC plans to issue a Draft Request for Proposal (DRFP) (NNK08223161L) to seek industry input for the KLXS solicitation by providing the opportunity for interest parties to submit questions and comments. Prospective offerors are invited to submit comments on ALL aspects of the draft RFP. NOTE: The anticipated release date of the DRFP is on or about February 22, 2008. Prospective offerors are invited to submit comments on ALL aspects of the DRFP, including requirements, schedules, proposal instructions, and evaluation approach. Moreover, in accordance with NASA Federal Acquisition Regulation 1815.201(c)(6)(A), prospective offerors are also requested to identify any unnecessary and/or inefficient requirements. Note: This synopsis shall serve as the pre-solicitation notice for the draft and final RFP. No additional synopsis will be posted for the RFP. A listing of interested parties will be released at a later date.

A preproposal conference is planned to be held in early March 2008 (shortly after the release of the draft RFP-watch NAIS and/or information in the draft RFP for further information).

Industry comments shall be due on or before March 10, 2007, 4:30 PM ET. Submission of comments shall be via email to Janet Thodos at janet.c.thodos@nasa.gov. All responses MUST reference the solicitation number in the subject line of the email.

The anticipated release of the final request for proposal is targeted for early April 2008 with an anticipated offer due date in early May 2008. All responsible sources may submit an offer to the final request for proposal, which shall be considered by the agency.
