Description
 
The purpose of this notice is for the National Aeronautics and Space Administration (NASA) to provide notification of a planned update to NASA Policy Directive (NPD) 8610.7C “Launch Services Risk Mitigation Policy for NASA-Owned and/or NASA-Sponsored Payloads/Missions.” The planned Revision D of the NPD is summarized in the ‘NASA Launch Vehicle Certification Requirements Matrix” attached to this notice. Upon approval, this matrix shall supersede the requirements in Attachment A of NPD 8610.7C. NPD 8610.7 is a compliance document in the NASA Launch Services (NLS) Request for Proposal (RFP), Section C, Clause 3.0 entitled ‘Launch Vehicle Qualification’. NASA anticipates Revision D to the policy shall be official prior to the February 2008 NLS solicitation open season.

The NLS RFP was issued on October 18, 1999, to remain open for a period of ten years from the effective date through the use of an innovative on-ramp provision found in Section 2, clause 2.0. To date, the RFP has resulted in the award of Indefinite Delivery Indefinite Quantity (IDIQ) task order contracts to Boeing Launch Services, Inc., Lockheed Martin Commercial Launch Services, Inc., and Orbital Sciences Corporation. Each February and August during the life of this RFP, or at any other time established via synopsis, the Government accepts proposals from new launch service providers for IDIQ contracts and proposals from existing IDIQ contractors for additional launch services.

The NLS solicitation is restricted to domestic sources and offerors must be ISO 9001/2000 certified.
