Description
 
The National Aeronautics and Space Administration’s (NASA) is soliciting information about potential sources that are capable of providing support services in the implementation and management of the Interdisciplinary National Science Program Incorporating Research and Education Experience (INSPIRE), designed to encourage secondary school students to pursue education and careers in Science, Technology, Engineering and Mathematics (STEM) fields. Support services will be required for the following NASA sites: 1. Kennedy Space Center in Florida; 2. Johnson Space Center in Houston, Texas; 3. Marshall Space Flight Center in Huntsville, Alabama; 4. Glenn Research Center in Cleveland, Ohio; 5. Goddard Space Flight Center in Greenbelt, Maryland; 6. Langley Research Center in Hampton, Virginia; 7. Stennis Space Center in southern Mississippi; 8. Ames Research Center in Moffett Field, CA; 9. Dryden Research Center at Edwards AFB, CA; and 10. Jet Propulsion Lab (JPL) in Pasadena, CA

NASA is planning to issue a Request for Proposals (RFP) in the November 2007 timeframe for support in the implementation and management of the INSPIRE program. The NAICS code for this procurement is 611710, Educational Support Services, with a size standard of $6.5 million.

Vendors having the capabilities necessary to meet or exceed the requirements are invited to submit a capability statement of 20 pages or less, using a minimum font size 12. See the attached document titled: “INSPIRE Draft Requirements” for more information about the program. The capability statement should, at a minimum, indicate the company’s ability to perform all aspects of the effort described herein, the company’s qualifications to perform these tasks, and any comments/suggestions on how to achieve them, as requested in the attached “INSPIRE Draft Requirements” document.

Responses shall also include the following information: • Name and address of firm; • size of business; • average annual revenue for past 3 years; • number of employees; • ownership; • whether they are large, small, small disadvantaged, Veteran, Service Disabled Veteran, 8(a), HUBZone, and/or woman-owned; • number of years in business; • affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime) and; • any relevant current or past performance of equal or similar effort (highlight relevant work performed, contract number, contract type, and dollar value of each contract). All responses shall be submitted electronically to the following email address: lourdes.brown-1@nasa.gov. Responses must be received by September 21, 2007. The submission shall be prepared in either PDF or Microsoft Office 2000 or greater. PLEASE INCLUDE THE REFERENCE NUMBER IN THE SUBJECT LINE OF THE SUBMITTED FILE.

It is insufficient to provide only general brochures or generic information. NASA/KSC strongly encourages participation from small business concerns. The Government reserves the right to set-aside this procurement based on responses hereto.
