Description
 
A sources sought synopsis for this contemplated acquisition was posted as notification 02272007, dated March 8, 2007.

NASA Headquarters plans to issue a Request for Proposal (RFP) in support of a NASA Protective Services Contract (NPSC) contemplated to include: security services, fire services, information assurances, emergency management services and export control. The planned acquisition will result in a contract with a 5-year base period of performance and five 1-year option periods. The contemplated contract is for a Single Award, Firm-Fixed Priced Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

It is also contemplated that NASA center Task Order(s) will be issued under the NPSC to provide authorization for work to begin at each center to include: Langley Research Center, Marshall Space Flight Center, Goddard Space Flight Center, Stennis Space Center, Glenn Research Center, Johnson Space Center, White Sands Test Facility, Kennedy Space Center, Dryden Research Center, Jet Propulsion Laboratory, NASA Headquarters, Wallops Flight Facility, and Ames Research Center.

These services are currently performed under numerous separate contracts. A listing of these contracts and their corresponding Statements of Work will be posted to the following NPSC Website: http://nps.ksc.nasa.gov/NPS/default.cfm . Also to be posted on the website will be the applicable Contractor Bargaining Agreements (CBAs).

This procurement is being conducted as a Full and Open Competition.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

JUNE 6, 2007 -- INDUSTRY DAY HAS BEEN SCHEDULED TO BE AT THE NASA HEADQUARTERS, 300 E. STREET, S.W., WASHINGTON, DC 20546. ADDITIONAL INFORMATION RELATED TO REGISTRATION REQUIREMENTS AND DIRECTIONS ARE POSTED AT THE FOLLOWING NASA PROTECTIVE SERVICES CONTRACT (NPSC) WEBSITE: http://nps.ksc.nasa.gov/NPS/default.cfm

A PREPROPOSAL CONFERENCE IS TENTATIVELY SCHEDULED TO BE HELD AT NASA HEADQUARTERS ON JULY 10, 2007. CENTER SITE VISITS WILL BEGIN AT NASA HEADQUARTERS ON JULY 11, 2007 AND CONTINUE AT THE VARIOUS NASA LOCATIONS LIST ABOVE THROUGH AUGUST 3, 2007. ADDITIONAL INFORMATION RELATED TO THE CONFERENCE AND THE CENTER SITE VISITS WILL BE POSTED ON THE NPSC WEBSITE.

This synopsis and any resulting solicitation, including any documents/information related to this procurement, will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site for the NASA Business Opportunities homepage is: http://prod.nais.nasa.gov/ . It is the potential offeror’s responsibility to monitor the Internet site, as well as the NPSC website, for the release of any solicitation and amendments (if any) and information related to this procurement. At this time, No solicitation exists; therefore, do not request a copy of a solicitation. If a solicitation is released it will be synopsized in the FedBizOpps and on the NASA Acquisition Internet Service. Potential offerors will be responsible for downloading their own copy of any resulting solicitation/amendments.

This pre-solicitation synopsis is for planning and information purposes only. It is NOT to be construed as a commitment by the Government nor will the Government pay for any information solicited. Parties responding to this pre-solicitation synopsis will not be notified directly of the results, and any resulting answers to questions will be posted to the NPSC website.
