Description
 
The National Aeronautics and Space Administration’s (NASA) Kennedy Space Center (KSC) is planning to issue a draft Request for Proposal (RFP) in the June 2007 timeframe for the acquisition of Kennedy Space Center’s (KSC) Medical and Environmental Support Contract (MESC). This solicitation will succeed the current Kennedy Space Center Medical and Environmental support portion of the Joint Base Operations Support Contract (JBOSC), which will expire in September of 2008 and the Life Support Services Contract (LSSC), which expires in September 2009. This effort includes the following requirements:

Currently Performed Under JBOSC

1. Operation of the Occupational Health Facilities on Kennedy Space Center

2. Operation of the Nurses Center at Kennedy Space Center’s Visitor Complex

3. Provide Emergency Medical Services (EMS) to include Mass Casualty Planning and Support

4. Provide Employee Assistance Program Support

5. Provide Environmental Health Services, to include Physics, Industrial Hygiene and Sanitation (Environmental)

6. Manage and operate the permitted hazardous waste treatment, storage, and disposal operations for KSC 7. Provide environmental sampling to meet Center permit requirements

8. Provide medical, environmental health, and environmental monitoring support to launch and landing operations

9. Provide technical and consultation on matters of occupational health, environmental health, environmental management, and launch and landing operational support

10. Operation of onsite clinical and microbiological laboratories.

Currently Performed Under LSSC

11. Provide Crew Aerospace Medicine Support

12. Operate Clinical Micro-Biomedical laboratory

13. Perform medical clearance for personnel interacting with crews

14. Interface with local hospitals to support launch and landing activities

15. Perform Environmental / Natural Resource monitoring with special emphasis on threathened and endangered species monitoring

16. Operate Environmental Microbiology laboratories – provide water testing and potable water for spacecraft

17. Provide occupation health, musculoskeletal rehabilitation services and operate KSC exercise facilities

18. Provide technical Occupational Health services to Agency Occupational Health Program

19. Support the Agency Acquisition Pollution Prevention program

20. Support KSC recycling and Green Procurement

21. Manage the Medical Student Training Program

22. Provide ecological monitoring to address Center NEPA requirements and commitments

23. Provide medical and environmental/ecological monitoring support to launch and landing operations

28. Provide technical and consultation on matters of aerospace medicine, environmental management, ecological monitoring and assessments, and launch and landing operational support

Important Note: The support currently provided under the LSSC contract will be required from October 2009 forward. At this time there is no expectation that the LSSC contract will conclude prior to its anticipated completion in September 2009.

KSC is seeking capabilities from Small, 8(a), Service Disabled Veteran Owned Small Businesses, and Historically Underutilized Business Zone (HUBZone) businesses for the purposes of making any potential small business set-aside determination. This requirement’s NAICS code is 621111.

KSC is also seeking capabilities from Small, Small Disadvantaged, 8(a), Woman-owned Small, Veteran, Service Disabled Veteran Owned Small, HUBZone, Historically Black Colleges and Universities (HBCU) and Minority Institutions (MI), Native American and Alaskan Indian businesses for the purposes of determining small business subcontracting goals for this requirement if it is not set-aside.

This is not a solicitation announcement. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.

You are requested to provide electronic responses (20-page maximum, including attachments, minimum font size 12, including your ability to successfully manage an effort of the complexity characterized above) via e-mail to the primary Point of Contact (POC) for this requirement. Your response is required by March 9, 2007. To facilitate a prompt review by the NASA team, a one (1) page summary shall be included with your capability statement(s), which identifies your company’s specific capabilities that are relevant to the requirement. Companies are also requested to provide your name, address, POC, average annual revenue for the past three years, number of employees, applicable NAICS code(s), and your Government size/ type classification (Large, Small, Small Disadvantaged, 8(a), Woman-owned Small, Veteran, Service Disabled Veteran Owned Small, HUBZone, Historically Black Colleges and Universities (HBCU) and Minority Institutions (MI), Native American, and Alaskan Indian businesses) on the summary page. KSC encourages qualified Joint Venture business arrangements to submit capability statements as well. It is insufficient to provide only general brochures or generic information. Copies of your capability statement(s) may be made available to this requirement’s Prime Contractor competitors in the future and should therefore not contain company-sensitive information.

KSC is also interested in potential prime contractor feedback related to subcontracting opportunities, given the possibility this action may be competed on an unrestricted basis. This feedback would be used as research information to support the analysis and development of subcontracting goals. This feedback should also be provided electronically via e-mail to the appropriate work package POC(s) by March 1, 2007.
