Description
 
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotations (RFQ) to provide a Neural Network System, including DDG1000 data analysis, report generation, and usage briefing. The contractor shall render the services, provide the facilities, and deliver all the supplies and services set forth herein.

The neural network system will include software analysis of sample DDG 1000 dataset, final report of the analysis,(including speed and direction error estimation for a variety of failed sensor configurations) and final briefing. The sample dataset will be used to illustrate the applicable operational feature of the code, and will be compatible with plotting routines and data storage conventions in use by the Experimental Aero-Physics Branch. The neural system will include source code (MATLAB or C++), results, accuracies, and operating instructions for the supplied data set. Although the system will be used for a specific data set, the system should be useable on a variety of future datasets.

The Government intends to acquire a commercial item using FAR Part 12 and the procurement will be conducted under Simplified Acquisition Procedures set forth under FAR Part 13.

All responsible sources may submit an offer which shall be considered by the agency.

Delivery to NASA Ames Research Center, Receiving Section, Building 255, Moffett Field, CA 94035-1000 is required within 14 days ARO. Delivery shall be FOB Destination.

Offers for the items(s) described above are due by January 6th, 2009 to NASA/Ames Research Center and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml

Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructions to Offerors-Commercial Items, which is incorporated by reference. Addenda to FAR 52.212-1 are as follows:

If the end product offered is other than domestic end product as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin.

FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable.

Selection and award will be made to the lowest priced, technically acceptable offeror, with acceptable past performance. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement.

Offerors must include completed copies of the provision at 52.212-3 (JUNE 2008), Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract.
