This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.

This notice is being issued as a Request for Quotations (RFQ) for an OPTICAL PROFILER, QTY 1

The item shall meet the following specifications:

RMS repeatability and scanning resolution shall be 0.1 microinch or lower.

Maximum scan range in the Z direction shall be 0.75 inches or greater. Shall be capable of scanning in the Z-direction at the rate of 0.0009 inch per second or faster.

Shall be capable of 5 inches or greater travel in both X and Y directions.

Shall have a high intensity LED white light source; computer controlled or equivalent.

Shall have a 15” or larger viewing monitor and separate PC monitor.

Analysis software shall be provided.

Installation and training at NASA shall be provided.

Instruction manual shall be provided.

The provisions and clauses in the RFQ are those in effect through FAC 05-28.

All responsible sources may submit an offer which shall be considered by the agency.

Delivery of the item shall be to the NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Oh 44135 (Receiving, Bldg 21).

The DPAS rating for this procurement is DO-C9.

Offers for the items(s) described above are due by January 5, 2009, COB, and may be emailed to Sandra.A.Brickner@nasa.gov or faxed to (216) 433-5489 and must include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN), CAGE code, DUNS Number, identification of any special commercial terms, and be signed by an authorized company representative.

Offerors shall provide the information required by FAR 52.212-1 (SEPT 2006), Instructions to Offerors-Commercial Items, which is incorporated by reference.

If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin.

FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable.

All contractual and technical questions must be in writing (e-mail or fax) to Sandra Brickner not later than December 30, 2008. Telephone questions will not be accepted.

Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).

Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract.

An ombudsman has been appointed -- See NASA Specific Note "B".

Prospective offerors shall notify this office of their intent to submit an offer.
