THIS NOTICE CONSTITUTES AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/RFQ FOR LEASE PURCHASE OF TWO LATHE MILLING MACHINES. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued.
The purpose of this amendment is to answer questions that were asked before due date.
Question: I am interested in submitting a quotation against the above referenced RFQ, but I have a question: please explain the “five year lease purchase”, or let me know where I can look it up.
Answer: A lease purchase agreement is written as a Government Purchase Order (PO) on a standard 1449 and contains all of the terms and conditions set forth in the agreement. (See terms and conditions located in the RFQ). The vendor may propose any terms and conditions they believe important and they may be incorporated into the PO if not conflicting with the Government terms and conditions. A lease payment will be paid each year to the winning vendor only. Payments will not be made to third parties (unless a Notice of Assignment is made) One payment will be made each year over a five year period at which time the balance will be zero and title to the equipment will vest in the Government. The lease/purchase will be complete and the PO will be closed.
The due date for receipt of offers is not extended.
Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on 11/14/2008. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
