NASA/GSFC has a requirement for: ultrasonic C-scan handheld

NASA/GSFC intends to purchase the items from Imperium Inc. It is our understanding that Imperium Inc. is the only vendor that can provide technical enhancement and technical support for the ultrasonic C-scan handheld.
The Government intends to acquire a commercial item using FAR Part 12. The authority is FAR 13.106(b)(1) only one source reasonably available.
Questions regarding this acquisition must be directed to the attention of Kimber Russell via e-mail at Kimber.R.Russell@nasa.gov or via facsimile at (301) 286-9159 by 12pm EST, 11/19/2008.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00pm EST on 11/24/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is the quoter's responsibility to monitor this site for the release of amendments. Potential quoters will be responsible for downloading their own copy of this notice.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
Oral communications ARE NOT acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
An ombudsman has been appointed. See NASA Specific Note "B".
