Description
 
NASA/GRC has a requirement for accessories and upgrades to an existing Bruker AXS X-Ray Diffractometer system. The accessories will consist of one sample magazine that can accommodate 20mm high sample holders for reflection measurements and it shall be compatible with the Bruker 9-position "Flip Stick" sample changer. Other accessories will consist of sample holders that are compatible with all of the following Bruker stages: standard sample stage, single sample rotation stage, 9-position sample changer. Another accessory will consist of a dial indicator assembly for precise alignment of samples that cannot be accommodated in standard holders. The dial indicator shall facilitate alignment of sample surface to the correct height in the center of the goniometer, include adjustment mechanics, a digital dial indicator, and appropriate interface hardware to mount the dial indicator assembly to the D8 Advance x-ray diffractometer. It shall also include installation and alignment of dial indicator assembly. The upgrade will be a D8 Discover tube housing upgrade, which shall consist of two tube mount/tubestand/graphite monochrometer assemblies for the Bruker D8 Discover x-ray diffractometer currently owned by NASA GRC (S/N 2902). It shall include electrical disconnects easily accessible from within goniometer work area, provide a means to drain water from tube housings when not in use, and include installation and alignment of x-ray tubes currently owned by NASA (one Cr tube and one Mn tube). Lastly, the upgrade shall include retrofit of current tubestand with easy access electrical connection.

NASA/GRC intends to purchase the items from the Bruker AXS, Inc. of 5465 East Cheryl Parkway, Madison, WI. The current X-Ray Diffractometer system was built by Bruker AXS and the accessories, hardware upgrade, design knowledge, and experience necessary to produce these integral components are proprietary to this vendor. Improperly designed components would compromise the quality of data gathered on these instruments and could result in damage to the instruments. Also, improperly designed tube housings could pose x-ray radiation safety hazards. Due to the proprietary nature of the existing systems, purchase of the accessories and hardware upgrade from another vendor would result in unacceptable hardware and software incompatibilities.

MANUALS:

The Contractor shall provide operational manuals that shall be written in English. Two (2) sets of operator manuals shall be included which shall document operation and maintenance of the (item name) All software documentation required to operate/program/diagnose (CNC or PC controller) shall be included.

INSTALLATION:

The Contractor shall install the items specified in this solicitation at NASA GRC within 30 days after delivery. Actual date(s) of installation shall be by mutual agreement between the Government and Contractor.

TRAINING:

Concurrent with installation, the Contractor shall provide training at the GRC installation site for up to two operators. Training shall include, as a minimum, the safe set up, operation, maintenance, and programming of the items specified in this solicitation. This training shall be included in the cost of the items.

DELIVERY SCHEDULE AND FOB POINT:

Delivery of Items 1-4 to NASA Glenn Research Center is required within 3 months from date of contract. Delivery shall be FOB Destination, NASA Glenn Research Center.

INSTRUCTIONS:

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.

The Sole Sources is under the authority of FAR reference 13.106-1(b)1.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact listed below no later than 4:30pm local time on November 7th , 2008.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

All responsible sources may submit an offer which shall be considered by the agency.
