NASA LaRC plans to issue Blanket Purchase Agreements for Aerospace Fasteners in accordance with FAR 13.303-1 and FAR Part 12 Commercial Items Procedures, and intends to simplify the acquisition of repetitive purchase of fasteners which generally have short response times to meet critical research project requirements. While the majority of “calls” or orders will be under $5,000.00 some orders will exceed $25,000.00. Because some of these orders meet the synopsis exemption for urgency (FAR 5.502(a)(2)), individual actions may not be synopsized. Therefore, interested parties are urged to respond to this announcement. NASA LaRC may resolicit for additional BPA sources on a regular basis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures and references.
The list of requirements sets forth the range of fasteners required. Vendors do not need to meet the delivery requirements of all fasteners listed in the requirements document but should clearly detail their individual capabilities in their response. Responses should also include: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are small , small disadvantaged, 8(a) Hubzone, and/or woman-owned; number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential subcontract) or subcontractors (if potential prime ); list of customers over the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement, and point of contact-address and phone number). This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ.
The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.
