NASA/GSFC intends to purchase the items from Precision Photonics. It is our understanding that Precision Photonics is the only vendor that can provide technical enhancement and technical support for the Engineering Development Unit (EDU) for the ICESat II project.
The Government intends to acquire a commercial item using FAR Part 12. The authority is FAR 13.106(b)(1) only one source reasonably available.
Questions regarding this acquisition must be directed to the attention of Kimber Russell via e-mail at Kimber.R.Russell@nasa.gov or via facsimile at (301) 286-9159 by 3:00pm EST on 10/20/2008.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00pm EST on 10/16/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is the quoter's responsibility to monitor this site for the release of amendments. Potential quoters will be responsible for downloading their own copy of this notice.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

All responsible sources may submit an offer which shall be considered by the agency.
