Description
 
NASA/GSFC has a requirement for a MODEL TOWER/ANTENNA POSITIONER. The required components and specifications are as follows:

Compact Range Antenna Under Test(AUT) Positioning Subsystem:

- Controller: 6 Axis, 2 Axis Display, 1 Axis at a time, Built-in PCU. 3/4 HP per axis. (Include Operation & Programming Manuals(cd format)) - EnDat(R) Absolute Optical Encoder Support - Handheld Unit - Model Tower, Vertical Fiberglass Mast, Motorized, 24" linear travel - 6 Bolt quick disconnect Plate for Mast - Roll Axis Positioner (2 RPM) - Direct absolute encoder w/accuracy of +/-0.005 degrees and resolution better than 0.001 degrees. - Rotary Joint for Roll Axis, DC-40 GHz, K-type Connector - AZ/EL Positioner - (2) Direct absolute encoder, which provides accuracy of +/-0.005 degrees and resolution better than 0.001 degrees - Rotary Joint (AZ), DC-40 GHz, K-Type Connector - Slip Ring Assembly (AZ) - Base Riser, (12" to 24") - 3 Axis Motor & Limits ABC Cable (50ft) - 3 Axis Motor & Limits DEF Cable (50ft) - 3 Axis Synchro DEF Cable (50ft) (Offset Slide Axis) - 3 Axis Encoder ABC Cable (50ft) (Roll, AZ, EL axes) - Tach A-F Cable (50ft) - LCU Cable (75ft) - Design & Engineering, Drafting, Program Management, Doc Preparation - On-Site Installation, Calibration & Overall Functional Testing & Checkout. (Inclusive of labor & travel)

NASA/GSFC intends to purchase the items from ORBIT ADVANCED TECHNOLOGIES INC. It is our understanding that ORBIT ADVANCED TECHNOLOGIES INC is the only vendor who meets all of our requirements. The Authority is 10 U.S.C. 2304(c)(1), Only One Source reasonably available.

The Government intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures, and will be awarded under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to YOLANDA WILLIAMS, via email at Yolanda.A.Williams@nasa.gov or fax to 301-286-1720, (email preferred), not later than 4:30 p.m. Eastern Standard Time (ET) on September 4, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

This synopsis is for information purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement(s).
