NASA/GSFC has a requirement for:
Item 1: 00108 GR-CPCI-XC4V Pre-programmed with LEON3-FT
Item 2: 00018 GRMON LEON Professional node locked license key
Item 3: 00013 TSIM2 LEON3 Professional node locked license key
NASA/GSFC intends to purchase the items from Gaisler Research. It is our understanding that Gaisler Research is the only vendor that can provide technical enhancement and technical support for the MMS flight software development.
The Government intends to acquire a commercial item using FAR Part 12. The authority is FAR 13.106(b)(1) only one source reasonably available.
DO Rating is DO-C9. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00pm EST on August 12, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is the quoters responsibility to monitor this site for the release of amendments. Potential quoters will be responsible for downloading their own copy of this notice.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
Oral communications ARE NOT acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
